One person is dead after a shooting in the parking lot of the Walmart in Biscoe.

The shooting took place just before 5 p.m. on Saturday. Once first responders arrived on scene, they found a man, identified as Victor Murray, 43, of Philadelphia, Pennsylvania, had been shot multiple times. Murray died from his injuries at the scene.

Witnesses say they heard five to seven shots, and saw a black Ford Fusion leaving the scene toward Troy. A “Be On The Lookout” was placed for the vehicle, and it was spotted by a N.C. State Highway Patrol Trooper. The Trooper stopped the vehicle and arrested the suspect without incident.

The alleged shooter has been identified as Kevin Ratliff-Lofton, 23, of Troy. Ratliff-Lofton previously lived in Philadelphia, and knew the victim. He has been charged with murder and is being held without bond at the Montgomery County Detention Center.

During the investigation, it was discovered officers from the Troy Police Department responded to a child custody dispute at the suspects residence earlier in the day Saturday. The Biscoe Police Department says Ratliff-Lofton followed Murray to the Walmart that the shooting took place.

This is an ongoing investigation, anyone with information about this case should contact Detective Comer at 910-428-2978.
